Woman Indicted in Connection with Suspicious Death at Assisted Living Facility

EVANS, Ga. – A woman has been indicted by a grand jury in connection with the death of a 74-year-old woman at an assisted living facility in Columbia County. The indictment was handed down on February 6, 2025, following an investigation into the suspicious death of Marsha Foster at Marshall Pines Assisted Living and Memory Care.

According to the incident report, Columbia County deputies were called to the facility on July 12, 2023, after reports of a suspicious death. Authorities later determined that Rachel Elaine Waters, a resident or employee at the facility, had allegedly administered a lethal dose of morphine to Foster, ultimately causing her death.

Court records indicate that Waters is facing charges of malice murder and felony murder in connection with the incident. Investigators revealed that Foster, who had been under the facility’s care, passed away under circumstances that prompted a closer examination.

The grand jury’s indictment marks a significant development in the case, which has raised questions about the safety and oversight of residents in long-term care facilities. Authorities have yet to release further details about the circumstances surrounding Waters’ actions and her relationship to the victim.
