Columbia County School Board Votes to Opt Out of Homestead Exemption

EVANS, Ga. — The Columbia County Board of Education voted 3-2 on Tuesday to opt out of the Homestead Exemption Act, a decision that could have lasting financial implications for the school district.

The Homestead Exemption Act, which was passed by more than 60% of Georgia voters in November, allows homeowners to be exempt from a portion of their property taxes. However, the legislation also gives local governments, including school boards, the authority to opt out, which is exactly what the Columbia County Board of Education decided to do.

Superintendent Steven Flynt explained that approximately 60% of the district’s revenue comes from the state of Georgia, while the remaining 40% is generated through local taxes, primarily from the millage rate. The board’s decision to opt out means that the district will avoid potential financial challenges linked to the exemption, which could have led to a reduction in local funding.

At a recent hearing, the district’s Chief Financial Officer outlined several possible consequences for the school system if it had chosen not to opt out. Without the exemption, the district would have been forced to find additional revenue through other means, such as raising the millage rate, laying off or furloughing teachers, or increasing class sizes.

Flynt emphasized the importance of making an informed decision, noting that the Homestead Exemption Act will remain in place for the next 50 years, meaning the financial ramifications could extend for generations. He cautioned that such a long-term commitment required careful consideration, as the district’s ability to fund schools and maintain quality education could be severely affected.

The board’s vote has sparked mixed reactions from local residents, with some applauding the decision as a necessary step to protect the school district’s financial stability, while others worry about the potential for increased taxes and the long-term effects on homeowners.
